UK Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

According to a recent survey of local authorities, UK councils are planning to sell community centers, sports centres, and shopping arcades as they bet on a rapid disposal of assets to stabilize finances.

Growing Fiscal Challenges Prompt Asset Sales

A coalition of councils for major urban areas in England stated that six out of ten of local authorities are planning to sell assets to meet the escalating costs of social services for vulnerable individuals.

Councils have in the past faced criticism for selling public land and open spaces to support their budgets, but they argue they must continue to raise vital cash from asset sales or face insolvency.

The group said that a significant number of councils attempting to raise money from a fire sale of holdings represented “a clear change from 2024, when the majority (60%) of municipal officials said they would prioritise service redesigns and utilising financial reserves to manage increasing fiscal pressures.”

Specific Examples of Proposed Sales

Medway Council in southeast England said its asset disposal plan featured the disposal of a shopping centre in Rainham and a social club in another town to generate £20m over five years.

  • A local golf course and commercial properties held in two English counties, which all generate rent for the authority, will also be sold under the strategy.

Council Tax Rises and Wider Fiscal Pressures

The survey of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will need to raise council taxes next spring to cover the growing cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.

The authority said it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these require time to achieve both better provisions and cost efficiency,” stated a council leader.

He added: “There are population challenges which will continue to add to the strains we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

National Patterns and Forecasts

A survey of regional authorities recently also found local finances being strained by the growing number of young people and adults requiring special educational assistance.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Government officials have put off planned reforms to the Send system until the coming year after a white paper setting out those changes was recently delayed.

Disadvantage and Funding Shortfalls

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, several key cities members were included in the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the latest IMD measures,” noted the study.

“Although only one key city is in the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the worst-off 20% of England. The figures highlights the extent of challenges facing municipal officials across key cities in the coming year,” the report added.

“Council officials have been clear about the need for a equitable and lasting financial structure that reflects and responds to the real levels of deprivation and need,” stated a council leader.

“Lacking this, councils will continue to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the study revealed.
